UN peace operations have increasingly focused on the importance of “local ownership.” The logic is simple. For peace operations to succeed in helping war-torn states to create accountable, democratic institutions grounded in the rule of law, peace operations need to internalize democratic principles by making UN missions accountable to different domestic constituencies—crossing ethnic, religious, racial, social, and gender lines—within the war-torn country. As part of a special issue on “The United Nations at Seventy-Five: Looking Back to Look Forward,” this essay (...) argues that while there is widespread consensus among UN member states and UN bureaucrats that local ownership is necessary, UN peace operations have faced significant obstacles to creating true local ownership. These obstacles include the UN's focus on host-government ownership; the challenge of creating trust with different domestic constituencies that represent diverse perspectives; the supply-driven nature of UN intervention; and the mismatch between the UN's ideal post-conflict state and the preferences of post-conflict societies. Klickstein treats these subjects, not as separate and unrelated topics, but as interdependent elements necessary for long-term musical success. The Musician's Way is uniquely holistic. It encourages aspiring musicians to approach their study as a process that will take place over the course of a lifetime. The Musician's Way is not a research-based text. It is rather a practical self-help manual, filled with the wisdom gained in Klickstein's thirty years in the performing and teaching professions.At the outset, I should state that I am writing this review from two perspectives: [End Page 100] as a professor of piano at a mid-size public university, and as an experienced performer with a touring piano-duo. These experiences inform my critique of Klickstein's book.In "Artful Practice," Klickstein takes on the heroic task of defining both the 'what' and the 'how' of practicing. Mastery of the art of practicing is a precondition for musical success, yet it is not uncommon for students to enter college poorly schooled in the habits they will need for success in school and the professional world. In my undergraduate piano studio, for example, much of a student's first semester or even a full year may be spent acquiring proper practice and repertoire management techniques. Many students are unaware that artistic performance requires more than correct notes and rhythms. The habit of empty repetitions—playing something over and over again without setting specific goals or applying any critique—is common. Some students do not possess the listening skills necessary to enable critical assessments about their performance. For others, memorization requirements pose a serious challenge. This is often exacerbated by a lack of knowledge of theory or poor general musicianship skills. Managing a large body of repertoire in preparation for juries and recitals is a new frontier. Many students are unaccustomed to a more demanding practice and rehearsal schedule. A sudden increase in time spent on their instrument may result in temporary injury or chronic pain. There are, of course, many other psychological and social issues that arise when students transition to university life.Klickstein understands this and he attempts to quantify every facet of practicing in painstaking detail. No element is too small to warrant inclusion in one of his many lists and subsequent discussions. Initially, I found this penchant tedious. However, there were always items on his list that I would not have thought to mention to a student. For example, Klickstein's advice on outfitting a practice room lists the obvious necessities: a suitable chair, music stand, metronome, and pencil. However, he also discusses equally essential yet sometimes overlooked items, such as a bottle of water, adequate lighting and climate control, and hearing protection. This mundane example is illustrative of the meticulousness of his approach throughout the book.One of the most useful proposals in The Musician's Way involves the organization of practice sessions. Many students habitually prepare for very short term goals: lessons, studio class performances—whatever is just around the next corner. Juries, in which students are expected to prepare a short program of compositions, are intended to be a step along the way to longer, more significant performances such as upper division barriers and junior and senior recitals. This paper defends a principle I call Equal Treatment, according to which the rationality of a belief is determined in precisely the same way as the rationality of any other state. For example, if wearing a raincoat is rational just in case doing so maximizes expected value, then believing some proposition P is rational just in case doing so maximizes expected value. This contrasts with the popular view that the rationality of belief is determined by evidential support. It also contrasts (...) with the common idea that in the case of belief, there are two different incommensurable senses of rationality, one of which is distinctively epistemic. I present considerations that favor Equal Treatment over these two alternatives, reply to objections, and criticize some arguments for Evidentialism. I also show how Equal Treatment opens the door to a distinctive kind of response to skepticism. (shrink)

A number of Bayesians claim that, if one has no evidence relevant to a proposition P, then one's credence in P should be spread over the interval [0, 1]. Against this, I argue: first, that it is inconsistent with plausible claims about comparative levels of confidence; second, that it precludes inductive learning in certain cases. Two motivations for the view are considered and rejected. A discussion of alternatives leads to the conjecture that there is an in-principle limitation on formal representations (...) of belief: they cannot be both fully accurate and maximally specific. Many have thought that it is impossible to rationally persuade an external world skeptic that we have knowledge of the external world. This paper aims to show how this could be done. I argue, while appealing only to premises that a skeptic could accept, that it is not rational to believe external world skepticism, because doing so commits one to more extreme forms of skepticism in a way that is self-undermining. In particular, the external world skeptic is ultimately committed to (...) believing a proposition P while believing that she shouldn’t believe P, an irrational combination of beliefs. Suspending judgment on skepticism is also problematic, for similar reasons; and, I argue, rational dilemmas are not possible; so, we should believe that skepticism is false. (shrink)

Although one of the criteria of (...) depersonalization syndrome is intact reality testing (APA 2000), it is nevertheless the case that patients with depersonalization complaints may at the same time be delusional, a fact that Modigh also points out: "The border between unreality feelings with largely intact reality-testing ability and psychotic disorders with grossly disturbed reality-testing is, however, not absolute and patients with psychotic disorders may of course experience feelings of unreality or depersonalization."Morris is also critical of the idea that feelings of unreality in the quasi-sensory sense (or in sense [a3]) may tempt patients to doubt the reality of the items experienced as unreal. We suggest that the experience of the self or the world as unreal may actually give rise to an impulse to believe that the self or the world does not exist. This, however, need not imply that a person who has such a belief is delusional. For example, consider the following cases, which include patients with intense unreality feelings but who exhibit largely intact reality testing. One of Sierra and Berrios' (2000) patients says: "I have to touch myself to make sure that I have a body and a real existence." Lindqvist (1966, p. 171) describes two cases of the "mirror syndrome," which he recognizes as a typical behavior seen in cases of severe depersonalization. The patients want to confirm that they are real by looking in a mirror. Such cases strongly indicate that a person with otherwise intact reality testing can be so overwhelmed by feelings of unreality that he or she can come to doubt his or her own existence. The reason we do not want to call this state delusional is that the patient constantly tries to compare the experience of reality with some other mark of reality (e.g., by using a mirror), thus indicating that, on a higher cognitive level, he or she still understands that his or her belief may be incorrect. The image in the mirror works as an assurance that the fear of not existing is, after all, just a fear.Merleau-Ponty's (1962) description of Stratton's inverting spectacles experiment is indeed relevant to our analysis. The experiment seems to indicate that the feeling of unreality corresponds to the degree of unfamiliarity with seeing the world upside down. Stratton's subjects report that after a couple of days objects still appear inverted but less unreal than they did before. This seems to suggest that unreal in this circumstance approximates not normal. An inverted world is after some time accepted as normal. (See also note 3 in our paper.)Let us conclude with a few comments on an important methodological issue. Our methodological [End Page 287] approach is not equivalent with a classical ordinary language approach because our main concern is language use in psychiatric contexts. A classical ordinary language analysis aims to explicate how terms actually are used in everyday language; our primary concern is to try to understand the phenomenology underlying descriptions of felt unreality given by patients suffering from depersonalization. However, we do start by looking at the terms from an everyday angle, but this only gives us a coarse approximation of what the depersonalization patient may mean by such expressions. The strange and unpleasant phenomenology of the condition in combination with the variety of characteristic expressions make it likely that the role of unreal in connection with depersonalization complaints is quite different from its use in everyday language. When a person undergoes a depersonalization episode for the first time, he or she encounters a quite new and perhaps unexpected phenomenological reality. In Susanna Siegel’s compelling presentation of the case for the rationality of perception, a “significant part of the constructive defense” is played by the idea that there are “inferential routes to perceptual experience” (Siegel 2017, p. 94). Inferences, after all, are epistemically evaluable and bear on the rational standing of their conclusions. She argues that an obstacle to accepting this idea is a “Reckoning Model” of inference, and shows by example that we recognize as inferences various familiar kinds of (...) responses to information that do not fit this model. She offers a more general approach to the nature of inference that fits these examples and accommodates inferential routes to perceptual experience. I argue that Siegel needs to say more about the mental processes involved in such inferrings, and how it can be more than merely associative and yet still distinct from Reckoning. Fortunately, a psychologically‐ and conceptually‐grounded distinction between model‐free vs. model‐based learning and guidance processes can provide a characterization that plays the role Siegel needs. A continuoxis t- norm is a continuous map * from [0, 1]² into [0,1] such that is a commutative totally ordered monoid. Since the natural ordering on [0,1] is a complete lattice ordering, each continuous t-norm induces naturally a residuation → and becomes a commutative naturally ordered residuated monoid, also called a hoop. The variety of basic hoops is precisely the variety generated by all algebras, where * is a continuous t-norm. In this paper we investigate the structure of the (...) variety of basic hoops and some of its subvarieties. In particular we provide a complete description of the finite subdirectly irreducible basic hoops, and we show that the variety of basic hoops is generated as a quasivariety by its finite algebras. We extend these results to Hájek's BL-algebras, and we give an alternative proof of the fact that the variety of BL-algebras is generated by all algebras arising from continuous t-norms on [ 0,1] and their residua. The last part of the paper is devoted to the investigation of the subreducts of BL- algebras, of Gödel algebras and of product algebras. (shrink)

This paper briefly reviews highlights from decades of debates in medicine, law, bioethics, psychology and social research about children’s and parents’ views and consent to medical treatment and research. There appears to have been a rise and later a fall in respect for children’s views, illustrated among many examples by a recent book on the zone of parental discretion, which is reviewed. A return to greater respect for children’s views and consent is advocated.

This essay presents a critique of current views of Hugo Grotius which erroneously see him as a major theorist of natural rights and a formative influence upon the rights theory of Thomas Hobbes. Especially singled out for criticism are the misconceptions due to Richard Tuck in a number of writings that discuss the political ideas of Grotius and Hobbes and the relationship between them. In an examination of Hobbes's conception of natural rights, the essay reaffirms its originality and notes its (...) revolutionary potential contrary to the main intention of Hobbes's own political doctrine. An interrogation of the term 'theory' from the perspective of linguistic discourse Zima offers a new definition of theory from a cultural and sociological perspective, with a view to encountering heterogenerous points of view in critical dialogue.

A questionnaire on the attitudes towards the functions of research ethical committees was sent to members of selected research ethical committees in Wessex and some controls. Almost all respondents felt there was a need for ethical review of research projects; 42 per cent thought there was a need for some training before joining a committee; 67 per cent thought the system could be improved and 47 per cent thought that monitoring or follow-up procedures should be adopted. Ethical committees were thought (...) to be purely advisory, as opposed to mandatory, by 33 per cent, and 63 per cent thought they should restrict their review to ethical problems as opposed to scientific or design problems. Views about the function of non-medical members ranged from 'none at all' to 'very important'. Of the 10 controls who were asked whether they would become a member of an ethical committee if asked, seven said that on balance they would and the reasons stated varied from the view that it was a 'very important committee' to the feeling that it was 'a necessary but irksome job'. Justice Stephen J. Field was the champion of a form of liberalism often said to be especially friendly to capitalism, the approach to the Constitution traditionally identified with “Lochnerism,” i.e., a laissez-faire oriented judicial activism. More recently a form of judicial revisionism has arisen, challenging the accepted descriptions of “Lochnerism” and of Field's jurisprudence. This article is an attempt to extend the revisionist approach by arriving at a more satisfactory understanding of the grounding of Field's jurisprudence in the natural rights (...) philosophy. Field, it turns out, orienting around natural rights, was not so unambiguously friendly to capitalism as previous generations of scholars maintained, but his approach is surely friendlier than the constitutional theories that have replaced natural rights since Field's day. This paper explores the philosophical aspects of the "Great Introduction" of Abū Ma'šar, one of the great figures of Arabic astrology and an associate of al-Kindī, the great 9th century philosopher. I argue that the following points of philosophical interest may be found in this text: 1. Astrology is described as a "master science" along the lines proposed by Aristotle, i.e. it provides principles for lower sciences. Also he supplies arguments to ground astrology on methodological grounds, such as the use (...) of empirical evidence and testimony. 2. Abū Ma'šar broadly follows al-Kindī's explanation of how the stars influence the sublunary world, by heating the elements. This agrees with al-Kindī's work "On the Proximate Agent Cause of Generation and Corruption," and I identify some parallels between the two works. 3. Finally, Abū Ma'šarr considers whether human freedom is compatible with this causal account. He holds that human actions do fall under the class of the "possible" and not the "necessary," but only because for him the "possible" is what happens sometimes, not always. Thus he seems tacitly to hold that genuine choice is compatible with causal necessitation. (shrink)
